Establishment of the Commission
The government of the Somali Regional State established the Commission for the Investigation of Violence and Reconciliation and Reparation of Victims in the Somali Region (IVRRV) in 2021 under Proclamation No. 205/2021.
The Commission was established to address human rights abuses committed in the Somali Region between 1991 and 2018 and to pursue truth-seeking, restorative justice, reconciliation, and healing.
Our Mandate
The Commission’s mandate is to investigate human rights violations and establish a historical record of the abuses committed in the Somali Region. Its work includes truth-seeking, supporting victims, pursuing restorative justice, and encouraging reconciliation among affected communities.
These activities aim to acknowledge the past and contribute to a more peaceful and united Somali Region.

Strategic Plan 2022–2025
The Commission prepared a strategic plan to guide its programming and operations from 2022 to 2025. The plan set out a framework for annual operational plans, implementation schedules, and resource requirements.

The strategic plan was developed through consultations with Commission staff, commissioners, peacebuilding stakeholders, and external experts, bringing multiple perspectives into its preparation.
How the Strategic Plan Was Developed
The participatory process included reviews of relevant documents and literature, focus group discussions with IVRRV staff, meetings and consultations, input from external experts, and a two-day workshop involving commissioners, Commission staff, and representatives of key stakeholders. A consulting firm also supported the process. These contributions informed the development of the 2022–2025 plan.
