Research Department
The Research Department (RD) of the Commission for Investigation of Violence, Reconciliation, and Reparation of Victims in the Somali Region is a vital unit dedicated to supporting the commission’s core mandate. This department is responsible for conducting comprehensive research and coordinating investigative efforts of the commission’s work. The RD plays a pivotal role in planning and coordinating research activities, collaborating with other departments to facilitate research-related tasks, and overseeing the writing and editorial process of the commission’s final report to ensure accuracy and integrity.
The RD is also tasked with overseeing the commission’s investigation and analysis of data, guiding them through meticulous information and data gathering, as well as thorough evaluation and analysis. Acting as the chief editor of the final report, the RD synthesizes findings to ensure comprehensive coverage of all research aspects. Additionally, the RD establishes specialized units to investigate specific violations mentioned in the mandate, such as cases of torture, extrajudicial executions, and enforced disappearances.
In its broader mandate, the RD investigates the social and historical processes contributing to conflicts, examining the roles of various institutions and their impact on specific regions. This includes analyzing the involvement of entities like the police, judiciary, or particular professions. The RD also ensures that all departments adhere to nondiscriminatory practices and investigate the experiences of vulnerable groups, such as women, children, minorities etc. Maintaining a gender-sensitive approach across all departments, the RD is responsible for addressing and integrating the special needs of these groups into the commission’s work.
