Reparation and Reconciliation Department
The Reparation and Reconciliation Department is a fundamental component of the Commission for Investigation of Violence and Reconciliation and Reparation of Victims in the Somali Region. This department is tasked with the critical responsibility of ensuring that victims of gross human rights violations receive both material and moral reparations, and fostering reconciliation among affected communities.
Recognizing the urgency of certain needs, the department implements a program of emergency reparations for victims with urgent medical or psycho-social needs. The department ensures that the neediest and vulnerable victims are prioritized and that the process is free from corruption, nepotism, or favoritism.
Beyond emergency measures, the department advocates for comprehensive reparations based on statements taken from victims. While the formulation of these programs is not solely the responsibility of this department, the recommendations are extracted by the Research Department from the statement-taking forms. The Reparation and Reconciliation Department ensures these recommendations are fully addressed in the final report. These comprehensive reparation programs will be implemented by the regional government, aiming to provide long-term support to victims and helping them rebuild their lives and recover from the trauma of violence.
The department fosters dialogue and understanding among affected groups to heal the wounds of the past. It organizes community meetings, workshops, and cultural events to encourage mutual respect and cooperation. These activities are designed to bridge divides created by conflict and promote lasting peace.
The department undertakes initiatives to honor the memories of those who suffered and lost their lives. This includes creating memorials, publishing reports, and organizing commemorative events. These efforts are crucial for acknowledging the past and preventing future atrocities.
The mandate of the Reparation and Reconciliation Department is grounded in Article 25 of Proclamation No. 205/2023, which stipulates the provision of reparations.
